In making the Gull-billed Tern decoy, we modify the bill of the Common Tern blank before painting.  The North Carolina Resources Commission has been using Gull-billed tern decoys in a large restoration project on dredge spoil islands in Pamlico Sound near Manteo, NC.  The Salton Sea NWR Complex in southern California is also using gull-bill decoys.
